The NGO Network “Avonet” expresses its deep and ongoing concern regarding the “non-transparent and unlawful behavior of the Procurement Review Body, which, despite legal obligations, has refused to provide access to public documents” directly related to the exercise of its public functions, KosovaPress reports. According to the announcement of “Avonet”, recently, the Information and Privacy Agency has imposed a fine of 3 thousand euros on the Procurement Review Body because the latter, through administrative silence, has refused to respond to AVONET’s request for access to public documents, an action according to Avonet that constitutes a direct violation of the Law on Access to Public Documents. "This action by the Information and Privacy Agency is an important step towards establishing institutional accountability and guaranteeing citizens' right to information, especially when it comes to public procurement, spending of taxpayers' money and exercising public functions," says the Avonet press release, KosovaPress reports. AVONET assesses that the repeated behavior of the PRB by systematically refusing, through administrative silence, requests for access and violating the law is a dangerous practice, which not only reduces citizens' trust in public institutions, but may also constitute elements of abuse of official duty by responsible officials of this state institution. "We reiterate our call to the relevant institutions to take concrete and urgent measures to ensure full transparency in all processes of managing public funds. Also, AVONET invites the PRB to reflect immediately, to fulfill its legal obligations and to establish true accountability for the citizens of our country. We consider it very important that after the constitution of the Assembly of Kosovo, the parliamentary committee that oversees the work of the PRB, calls the PRB Board to report, and to demand accountability for this illegal and extremely non-transparent approach that the PRB is exercising towards the citizens of Kosovo", the statement says. In the end, it says that only through transparency and respect for the law can we build a just, transparent, honest and democratic society.
