The Democratic League of Kosovo (LDK) has requested urgent investigations from the Prosecutor's Office regarding the change in the report on the Government's fuel expenditures by the National Auditor's Office (NAA).

In a media conference tonight, Berat Rukiqi, a member of the leadership of the LDK, said that it is a "direct" falsification in an institutional report, after the intervention of the Minister of Finance, Hekuran Murati.

"The National Auditor's Office falsified the report. In the case in question, we are dealing with the issue of spending on oil - a government that spends over 31 million euros on oil and fuel, three times more than the average before the arrival of this government. Seeing this institutional crime, today they intervened in the most unimaginable way, only as they know how to do with manipulation and falsification of the reports of the institutions", he said.

Rukiqi said that the LDK strongly condemns "this act of forgery" and calls on the prosecution to investigate "this serious crime" as soon as possible.

"Such a forgery can only be described as a serious institutional crime, where there are many parties involved. LDK will engage within the Parliament to clarify this case of forgery and government intervention in independent institutions", he said.

Otherwise, the National Audit Office (NAO) clarified that in the annual audit report for 2023 during the technical preparation process, an error was issued, where on page 42 of the report, namely in the "Goods and Services" category, the data from the report remained annual audit for 2022.  

The ZKA clarifies that in the note "Goods and Services" where the description of the main items that make up the expenses of this category is made, the data presented do not represent the situation according to the data from the annual financial report for the budget of Kosovo for the year 2023.  

By decision of the Auditor General, the annual audit report for the year 2023 has been corrected on page 42, in paragraph 2 the corrected data have been transferred which coincide with the correct data in the annual financial report of the budget of Kosovo 2023, respectively, note 28 "Goods and services" as follows: The main items in this category which include most of the expenses are: other contracting services with 70.927.000 euros, medical supplies 61.714.000 euros, fuel and heating expenses 27.910.000 euros , purchase of books 514.000 euros, rent expenses 11.495.000 euros, etc.

According to the auditor's testimony, the corrected value for 2023 for fuels includes expenses for cars in the amount of 10.471.000 euros, oil for central heating 7.590.000 euros, fuel oil 833.000 euros, derivatives for generators 520.000 euros, wood 8.288.000 euros, as well as oil 208.000 euros.

The General Auditor and the National Audit Office assure the Assembly of Kosovo, the public opinion as well as the audited entity that this technical error did not have an impact on the audit aspect of the report as well as on the audit opinion for the annual financial report of the Kosovo budget.

The ZKA has notified the Assembly of Kosovo, the Office of the Prime Minister, the Ministry of Finance as an audited entity, the Commission for Public Finance Supervision and the Commission for Budget, Work and Transfers with all the necessary clarifications.
