On Thursday, October 24, the next meeting will take place in Brussels, at the level of chief negotiators in the Kosovo-Serbia dialogue. However, it is not known whether there will be a trilateral meeting or only separate meetings of the parties with the special representative of the European Union for dialogue, Miroslav Lajcak. The Government of Kosovo and the European Union did not confirm for KosovaPress that there will be a joint meeting between the chief negotiator of Kosovo, Besnik Bislimi, and his Serbian counterpart, Petar Petkovic.

The executive say that the focus of the discussions will be the way forward in the implementation of the Brussels Basic Agreement and its Ohrid annex. The need for the latter is emphasized even in the European Union, but in the largest opposition party, PDK, as well as those familiar with the dialogue process, do not expect progress in the dialogue.

Klisman Kadiu, adviser to the deputy prime minister, at the same time the chief negotiator for dialogue, Besnik Bislimi, says that Kosovo will continue to be constructive and positively engaged in the dialogue process, but without giving details about the agenda and formats of tomorrow's meetings in Brussels.

On the other hand, the spokesperson of the European Union, Peter Stano, tells KosovaPress that Kosovo and Serbia must move forward and achieve progress in the dialogue.

Despite the meetings in Brussels, PDK MP Hajdar Beqa does not expect progress in the dialogue and implementation of the agreements reached.

According to him, Kosovo is on the verge of elections, and therefore the EU cannot put pressure on Prime Minister Albin Kurti to implement the agreements, when such a thing has not happened during his four-year mandate, reports KosovaPress.

Meanwhile, the expert on the dialogue process, Dritëro Arifi, says that even if the trilateral meeting takes place tomorrow in Brussels, it will only be for pictures for some normalization of the dialogue and implementation of the agreements.

However, Arifi points out that there is a small probability that the parties will agree on a plan for the sequencing of the Brussels agreement and the Ohrid annex, as a precondition to have access to the funds within the Growth Plan.

The tripartite meeting was not even held in September, when Bislimi and Petkovic had traveled to Brussels, but they had met only with the mediator of the dialogue, Miroslav Lajcak.

Kosovo and Serbia have reached the Basic Agreement in February 2023 in Brussels. A month later, agreement was reached on the Annex to the implementation of the agreement in Ohrid, North Macedonia.

However, the parties have not yet agreed on the sequence of implementation of the agreement.

In the government of Kosovo, they insist on signing the agreement for the creation of good faith in the dialogue process, while they also demand the withdrawal of Serbia's letter, which they sent to Brussels last year, where they practically withdrew from the Brussels agreement and the Ohrid annexation. .
