Kurti wants to strengthen cooperation with municipalities in the interest of citizens

The Prime Minister of Kosovo, Albin Kurti together with the Minister of Local Government Administration, Elbert Krasniqi and the Minister of Finance, Labor and Transfers, Hekuran Murati are holding a meeting with the mayors of the municipalities with the aim of inter-institutional cooperation and coordination on the topics "National Strategy for Management and Control of dogs with and without owner" and "Connection of citizens with official address and Collective Contract.

Prime Minister Kurti said that the issue of stray dogs is becoming more and more difficult, for which he called on the municipalities to, together with the line ministries, determine the locations to build the centers for their housing. He said that the government of Kosovo is ready to co-finance this project.

Kurti emphasized that municipalities should continue their campaign for vaccination and sterilization of stray dogs. 

Among other things, the head of the executive emphasized that cooperation with municipalities should be strengthened as this affects the interest of citizens and the state.

In addition, he called on the mayors of the municipalities to start with the dual education system, as some of them have not yet started.

Likewise, the Minister of Administration and Local Government, Elbert Krasniqi, said that the problem of stray dogs requires quick access and institutional response.

Meanwhile, the chairman of the Association of Municipalities of Kosovo, Agim Aliu mentioned the financial damages caused by collective contracts.

He said that the municipalities of Kosovo are being challenged by financial instability and that he asked Prime Minister Kurti for an immediate solution to the obligations arising from the collective contracts.

Aliu emphasized that because of this, the municipalities of Kosovo have lost around 115 million euros of the municipal budget.

He asked the government of Kosovo to fully cover the expenses within the framework of the collective contracts for 2025 and the following years through the medium-term framework.

In addition, Aliu demanded that the lost means be reimbursed.

Regarding this, the Minister of Finance, Hekuran Murati, said that it is impossible to allocate funds to cover expenses or reimburse them.

According to him, due to previous actions by previous governments, the current budget does not allow them to realize this request of municipalities regarding collective contracts.

In addition, Murati considered that it is impossible not to block the giro accounts in the municipalities, for which he mentioned that this is a final court decision.

Murat considered the issue of why there is still no person responsible for the damages caused by the obligations of the collective contracts to be enigmatic.
