The Democratic Institute of Kosovo (KDI) has presented the second monitoring report "Fulfillment of the commitments of the Berlin process by Kosovo: Digitization and Decarbonization".

As part of the presentation, regarding the findings, a round table discussion was held with members of the Parliamentary Commission for European Integration from the government and the opposition.

The project manager at the Democratic Institute of Kosovo (IKD), Violeta Haxholli, said that within this project, the two most important components of the process such as the "Common Regional Market" and the "Green Agenda" were analyzed. She added that they then focused on the field of digitalization and decarbonization.

She said that the Assembly had delays in approving some draft laws and international agreements. Derisa emphasized that the agreement on the expansion of professions that was signed at the Berlin summit in Tirana was ratified 6 months late.

Haxholli said that several laws should be approved by the Assembly, including the one on renewable energy, the drafting of the law on artificial intelligence, for which he added that the existing laws should also be monitored.

"On the part of the Assembly, I want to emphasize that the Assembly has also had moments in relation to this process when it has not properly performed its role, either as a legislator or as a supervisor in this case. We have had delays in the adoption of several important draft laws for the Berlin process. But the most serious one has been the issue of international agreements which have been delayed for a long time, due to the lack of numbers in the Assembly... The last agreement that was signed at the Tirana Summit in 2023 for the expansion of professions in the field of pharmacy and medicine, was ratified in the Assembly 6 months late... There are several laws that must be approved by the Assembly to fulfill the tasks, such as the law on renewable energy, the drafting of a law on artificial intelligence. Monitoring of existing laws that have already been approved by the Assembly... Draft laws that are still in the procedure related to the aspect of the environment and climate, such as the draft law for strategic environmental assessment, for the management of water resources in the procedure". said Haxholli.

The Chairperson of the Commission for European Integration from the Democratic League of Kosovo, Rrezarta Krasniqi, said that instead of the current government lobbying for increased participation of Kosovo in this initiative and advancement in other European processes, it chooses not to accept any ideas and solutions from side of our friends.

According to her, the Berlin process was a process with very little transparency, without promotion of achievements, without notification and commitments and obligations of our institutions.

Meanwhile, the member of the Commission for European Integration from the Democratic Party of Kosovo, Blerta Deliu-Kodra, said that the threats that have come from Germany to exclude Kosovo from a very important process, according to her, should be taken very seriously by the government.

She emphasized that in case of the opposite, the greatest damage to Kosovo will be the economic one.

Regarding this, the vice-chairman of the Commission for European Integration from the Vetëvendosje Movement, Fjolla Ujkani, said that despite the delays, Kosovo stands the best compared to other countries of the Western Balkans in fulfilling its tasks.

She emphasized that the European Union's sanctions against Kosovo are unfair, as according to her the measures imposed by the government are for security and not economic measures, as is being claimed by others, as she says.

The second monitoring report aims to further advance the role of the Assembly in the Berlin process, providing updated information for the deputies of the Assembly of Kosovo and the parliamentary staff for the year 2024, namely the period January-July 2024. The Berlin process is an initiative that aims to increase regional cooperation in the Western Balkans and helps the integration of these states into the European Union. This process was launched on August 28, 2014, by German Chancellor Angela Merkel.
