The FOL movement has published the data from the monitoring of the National Development Plan for the period January-June 2024.

Mexhide Demolli-Nimani, director of the FOL Movement, said that this year FOL has also monitored the activities foreseen in the National Development Plan.

"The Government of Kosovo, out of 147 activities planned to be carried out within the period of January-June 2024, has managed to carry out only 49 or 33% of them, while 59 or 40% of them have remained unrealized. Whereas, for 39 activities or (27%) from three ministries (Ministry of Environment, Spatial Planning and Infrastructure, Ministry of Finance and Ministry of Culture, Youth and Sports), FOL has not received an answer as to how many of their activities were carried out for the period the first six months", she said.

Demolli-Nimani also listed the ministries that have not planned any activities for the first six months of 2024; Ministry of Foreign Affairs and Diaspora, Ministry of Regional Development, Ministry of Health and Ministry of Communities and Returns.

Meanwhile, Burbuqe Kastrati, project manager at the FOL Movement, presented the data for each ministry regarding the implementation of the activities planned to be completed within the January-June period of 2024:

• The Office of the Prime Minister - had foreseen only 16 activities to be carried out during the period January-June 2024 within the framework of the National Development Plan, of which 13 have been carried out and 3 have not been carried out.
• The Ministry of Agriculture, Forestry and Rural Development - within the framework of the National Development Plan, it has planned to complete 8 activities within the period of January - June 2024. Of them, 6 have been completed, while 2 are unrealized
• The Ministry of Justice - within the framework of the National Development Plan, it planned to complete 36 activities within the period of January-June 2024. Only 14 were completed within the stipulated period, while 22 are not completed.
• The Ministry of Education, Science, Technology and Innovation - within the framework of the National Development Plan, it planned to complete 3 activities within the period of January-June 2024, of which 1 has been completed and 2 others are unrealized.
• The Ministry of Economy - within the framework of the National Development Plan, it has planned to complete 18 activities within the period of January-June 2024. Only 6 have been realized within the foreseen deadline, while 12 have not been realized.
• The Ministry of Defense - planned to carry out only 1 activity during the period January-June 2024 within the framework of the National Development Plan, which remained unrealized.
• The Ministry of Local Government Administration - planned to carry out only 1 activity during the period January-June 2024 within the framework of the National Development Plan, which remained unrealized. Meanwhile, three ministers have not responded to the questionnaire of the FOL Movement, and we do not know whether they have carried out the planned activities or not.
• The Ministry of Culture, Youth and Sports - within the framework of the National Development Plan, it has planned to carry out 11 activities within the period January - June 2024.
• The Ministry of Environment, Spatial Planning and Infrastructure - within the framework of the National Development Plan, it has planned to complete 19 activities within the period January-June 2024.

According to Demolli-Niman, the FOL Movement has made a comparison over the years of the implementation of activities within the National Development Plan scheduled to be completed in the period January-June for the years 2022, 2023, 2024. In 2022, the level of implementation of the Work Plan of The Government has turned out to be 48%, while in 2023 the Government of Kosovo has realized 34% and in 2024 this plan has been realized only 33% for the first six-month period.

Unlike the first half of 2022 where 2077 activities were planned, in 2024 according to FOL there were only 147, i.e. 1930 activities less than in 2022. Also for the same period in 2022, 1032 more activities were carried out. much more than in 2024. From the above data it appears that the work of the Government has suffered a decline in the implementation of this plan in the last three years.
