Municipalities are blocked from their own revenues, AKK has a request for the Ministry of Finance

The Association of Municipalities of Kosovo (AKK) has called on the Ministry of Finance to transfer the funds from own revenues to the municipalities as soon as possible from 2023.

"The Board of the Association of Municipalities of Kosovo (AKK) requests from the Ministry of Finance, Labor and Transfers (MFPT) that as soon as possible transfer the financial resources of the Municipalities from the increase in own revenues from 2023. These funds belong to the Municipalities and it seems very absurd that the tools of the Municipalities are blocked by the central level. We are dealing with the non-carrying over of the increase in personal income of 2023, and that these incomes reach the figure of millions of euros", says the AKK's request.

According to AKK, the Ministry of Finance is delaying this issue for no reason.

The municipalities that have exceeded the planning of their own revenues for 2023 have approved this "budgetary increase in the Assemblies of the respective Municipalities, however, the MFPT has not yet transferred these revenues and is dragging it out for no reason. Can you tell me why such an action is happening to the Municipalities? It should be known that the MFPT has a legal obligation to transfer these funds to the municipalities because they are the municipalities' own revenues", it is further stated there.

AKK says that with this action, the central level puts the municipalities at risk so that they cannot proceed with the publication of the projects for which they are intended.

"So, although the municipalities have these funds intended for capital investments, that is, for the improvement of citizens' lives, this cannot happen due to the obstacles caused by the central level. The municipalities are waiting for the transfer of revenues from the increase realized by the municipalities themselves. We make a public invitation to the Minister to undertake concrete legal actions for the realization of the right of the Municipalities, otherwise it is being neglected to the detriment of the Municipalities and consequently to the detriment of the non-realization of capital projects in the interest of the citizens", states the request of the Association of Municipalities of Kosovo .
