The private sector is not complying with the Law on Employment of Persons with Disabilities

The Law on Training, Vocational Rehabilitation and Employment of Persons with Disabilities is not being implemented in private companies. Among the approximately 800 fines that have been imposed for six months, the Central Labor Inspectorate has also punished this sector for not employing persons with disabilities. The law obliges public and private institutions to reserve every fiftieth job for persons with disabilities. Non-governmental organizations say that the legislation in force is not being implemented and that the professional training of persons with disabilities is not being taken into account.

The Chief Inspector of Labor, Hekuran Nikçi, states that efforts are being made to supervise this law, while employers are forced to pay the minimum wage in cases where they are unable to hire persons with disabilities.

Nikçi does not specify the number of fines for violating the law on the employment of persons with disabilities.

Employing people with disabilities is not easy, says the director of the "Handikos" organization, Afrim Maliqi, adding that they have the right to employment.

The director of the organization "Down Syndrome Kosova", Sebahate Hajdini Beqiri, says that the law is not being implemented even in public institutions, which should be a model.

Furthermore, she adds that the impossibility of access to work also constitutes a violation of human rights.

She considers that there are still not enough resources for the professional training of persons with disabilities.

The chairman of the Kosovar Disability Forum, Bujar Kadriu, says that a person's potential should be evaluated and not prejudiced because of disability.

According to the World Health Organization, in developing countries like Kosovo, there are 7 to 10 percent of people with disabilities. All public and private institutions, the law requires that every 50 employees have a person with disabilities.
