Citizens are not expected to have health insurance even during this mandate of the current Government of Kosovo. After this, the law is in public debate and has not yet been sent to the Government and then to the Assembly for approval.

While the opposition accuses the Minister of Health, Arben Vitia, of negligence and unpreparedness for them after this law, the latter has shown how far they have gone with the work on this law, as well as what is foreseen in it.

The president of the patients' rights association, Besim Kodra, in a written answer, said that there is a tendency for health insurance to start with the purchase of drugs, which did not make a difference in the health system.

Meanwhile, LDK deputy, Armend Zemaj has emphasized that it is not in the interest of the Government for Kosovo to have this law.

According to PDK deputy, Bekim Haxhiu, this is a managerial failure of all those who have been in the Ministry of Health.

The Minister of Health, Arben Vitia, has given details of how far they have gone with the work on the law and what is provided in it.

Only in 2014, the Assembly of Kosovo managed to approve the new Law on health insurance, but even this law was not implemented.

Without Health Information System there can be no health insurance. The Health Information System (HIS) generates, compiles, analyzes, communicates and uses data for the public and private health sector. From 2011, the Ministry of Health tried to start the implementation of this system in three phases, which were intended to be implemented by 2020. However, this system has not been implemented.
