The Minister of Education, Arbërie Nagavci, and the chairperson of the Public Finance Supervision Commission, Hykmete Bajrami, have accused each other of the alleged failure of the project for the digitization of pre-university education.

During the review of the Performance Audit Report "Modernization of the Education System in Kosovo through e-Education", at the Commission meeting it was said that Kosovo paid a loan of over 5 million euros for the education digitization project that is not functional.

The Minister of Education, Nagavci, for the phantom project developed 11 years ago, on May 28 of this year, submitted it to the Special Prosecutor's Office of Kosovo, which has already started investigations.

The former Minister of Education, Hykmete Bajrami did not want to take responsibility for the digitalization project. LDK deputy, Bajrami speaking about this project, said to Minister Nagavci: Please don't play ping-pong.

Deputy Bajrami, referring to the audit report about the tender for online learning, said that the Ministry of Education does not have a signed report for the technical acceptance of the software, while the payments of 4.9 million have been made, of which 5.6 million euros are in credit. . According to her, the person who signed must be held accountable.

However, she added that since millions of euros have been given, have they committed to make such a system functional.

Meanwhile, Deputy Minister Taulant Kelmendi said that due to the lack of resources it is non-functional and payments for the project, which is nowhere, will continue to be paid until 20232.

The deputy from the ranks of Vetëvendosje, Mirlinda Sadiku, who made a summary of the Auditor's report, said that during the years 2013-2017, the Ministry of Education developed the project for the digitization of pre-university education in Kosovo in the amount of 4 million and 931 thousand euros .

For the development of this project, she said that the Ministry of Finance has negotiated the soft loan agreement through the Austrian Bank "Uni credit" and the Austrian Government as a guarantor, which was ratified in the Assembly of Kosovo in 2014 and will be paid until today September 30, 2032 with a total value of 5 million and 637 thousand euros.

However, according to her, the project in question has not been operationalized and the goals of this project for e-Education and digitalization of the matura examination have not been achieved. According to her, the Government of Kosovo for this defunct project has obligations to the borrower until 2032, which will be paid from the budget of Kosovo.
