Only 49 percent of the recommendations given by the National Audit Office have been fully implemented, while another 51 percent have remained unimplemented by various ministries. This was announced by the general auditor, Vlora Spanca, who was invited to report on the implementation of recommendations from budgetary organizations, in particular those given by the Assembly during the year 2022/2023 to the Commission for the Supervision of Public Finances.

Spanca has said that regarding the reports they have sent for the 2022/23 season, they have received all the action plans for budget organizations, for financial and compliance audits, but adds that 19 budget organizations have sent these action plans late .

While reporting to the commission, Spaca said that the deficiencies that are being repeated are the quality of financial reporting, weaknesses with contract management in terms of public procurement procedures, and he also added that there are deficiencies in property management.

Derisa added that those who lead the implementation of the recommendations of 2021 have turned out to be public enterprises, where according to her they have implemented 58 percent of the recommendations that were given to them.

Among other things, Spanca has emphasized that since they did not audit the financial statements of KOST and Trepça, they removed the post because, according to her, there were also a small number of recommendations and in its place they decided on the audit plan KOSTT and Trepca.

Deputy from the Democratic Party of Kosovo, Hajdar Beqa, while he said that a good job is being done in the respective institutions where public money is managed, he expressed his concern that a large part of the institutions do not have an action plan, while he requested from the auditor to find a solution for this.

As for changing the law, Spanca said that it needs to be changed and they are working in this direction, as she said, after June the law will be in this committee for review.

Concerned with the non-implementation of the recommendations, the other MP from PDK, Rashit Qalaj, expressed his concern. According to him, the absolute majority of them have not been implemented by the government.

Meanwhile, the chairman of this commission, Hykmete Bajrami, criticized Minister Liburn Aliu for his non-attendance at committee meetings.

Meanwhile, he said that it is disturbing how an economic operator has signed a single-source contract 15 times, for which he said that this issue should also be audited.

Meanwhile, the deputy from the Vetëvendosje Movement, Mirlinda Tishukaj-Sadiku, has opposed the statement of the deputy Bajrami. According to her, the opposition is trying to create parliamentary debates out of thin air, as she said, for an electoral campaign. While he said that it is scandalous how an auditor general goes and becomes the deputy mayor of the municipality.

Meanwhile, for this, deputy Bajarami has said that KEK's 102 million with single-source contracts will be issued in a resolution in the Assembly and that, according to her, they are recommendations that should be audited.

On the other hand, the other deputy from the ruling party, Halil Thaçi, has called on the state prosecutor to interrogate deputy Bajrami for the statements made.

For this reason, MP Bajrami has insisted that all such single-source contracts be investigated.

In this committee, the proposal of recommendations for the performance audit report "Renovation and reconfiguration of the city stadium in Mitrovica, Gjilan and Gjakovë" was also reviewed.
