The Police Inspectorate of Kosovo has announced that it has initiated disciplinary proceedings against the responsible official, after the publication of the 24-hour police report, which included the tragic case of the 18-year-old in Podujevë.
In a press release, it is stated that the responsible official will be prosecuted in the Directorate responsible for disciplinary investigations within the Kosovo Police.
"The realization of this inspection is done in order to highlight the possible weaknesses of reporting and communication and to give recommendations towards improving police performance in this area", it is stated in a press release.
Otherwise, the IPK has started a preliminary investigation referring to the case of the murder of Lulzim Fejzullahu in Podujevë, after the raising of some issues which have been presented as concerns in the public opinion, especially about the initial reports from the Kosovo Police through the 24-hour report on this incident.
Their engagements have also included the questioning of witnesses, securing and analyzing the video recordings taken from the scene in Podujevë, the radiologist as well as all communication documents between the Police Station of Podujevë, the Regional Directorate in Pristina and the Directorate of General and a copy of the completed file submitted to the Prosecutor's Office.
In order to clarify the public opinion about the concerns raised regarding the reporting as well as to provide information about the operative and investigative actions of the Kosovo Police officials regarding this case, the findings and conclusions of the Police Inspectorate have been summarized:
- Investigative actions in the field, preservation of the scene, treatment of the victim, provision of video recordings and notification of the relevant units and the prosecution, was done in time and according to the Code of Criminal Procedure and preliminary police procedures.
- The compilation of the case file by the officials of the Police Station of Podujeva is complete and without deficiencies.
- From the analysis and examination of the case files related to the investigative activity of the Regional Investigation Sector (video recordings, reports on investigative actions, forensic reports, communication with the prosecution and other documents), the IPK has assessed that all the above-mentioned actions have been taken according to the procedural deadlines and contain all the required elements according to the Code of Criminal Procedure.
- IPK has compared and analyzed the quick reports that were sent from the Podujevë Police Station to the Regional Operational Communication Center in Pristina and the quick report that this Center forwarded to the General Directorate of Police. Analysis and comparison show that these reports do not have the same content. IPK has found that the investigative file of case 2024-AF-0039 contains the report quickly compiled by the Podujevë Police Station, which describes the event according to the facts and evidence found at the scene.

- In addition, IPK will initiate an inspection to analyze and evaluate the way of reporting and communication as well as the drafting of quick reports at all levels within the Kosovo Police. The realization of this inspection is done in order to highlight possible reporting and communication weaknesses and to give recommendations towards improving police performance in this area.
