Deputy Prime Minister Besnik Bislimi mentioned "five assurances" that self-management is not "Zajednica". He stated that there is complete agreement in Brussels that through these criteria it can be seen whether the proposed draft is acceptable as a basis for discussion. Bislimi, in reporting to the Foreign Affairs Committee, added that during the month of March, 722 cars were converted to "RKS" license plates.

Bislimi said that there are five criteria that according to him self-management, mentioned in the agreement reached in Brussels and then in the annex for its implementation in Ohrid, has nothing to do with the Association of municipalities with a Serbian majority.

"The first is, does this draft or this proposal require, does it suggest, insist, does it foresee a new layer of governance. If a new layer of governance is foreseen, it is not considered acceptable for further discussion. 2. Does it mean collective rights, if it is receiving the epithets of an unacceptable draft. 3. To what extent is it in harmony with the agreements agreed in 2013 and in 2015. 4. To what extent is it in harmony with the decision of the Constitutional Court of 2015. 5. To what extent is it in harmony with the letter that Ms. Federica Mogherini has sent to the Government of Kosovo, where it shows what powers the Association or this implementation mechanism can have and what not. There are five sufficient guarantees that this mechanism or this type of self-management has nothing of what we have called 'Zajednica'", stated Bislimi.

Bislimi said that it is not even a request of the mediators that the status of the Orthodox Church be decided illegally, but that its status be formalized.

Deputy Time Kadriaj asked about the guarantee that Kosovo received that Serbia will not lobby against membership in international organizations.

Bislimi also spoke about Serbia's efforts to exclude KOSTT from the European Transmission System Network (ENTSO-E).

In his report to the members of the Foreign Policy Committee, Bislimi added that the electroserver was not allowed by Belgrade to sign the contract.

The removal of the asterisk from the agreement has clashed MP Doarsa Kica-Xhelili with Deputy Prime Minister Besnik Bislimi.

Deputy Prime Minister Bislimi reacted to this, saying to MP Kica-Xhelili that "I have not heard such an illogical legal interpretation".

Furthermore, Bislimi announced that during the month of March, more than 700 cars were converted into RKS license plates.

While the deputy of the PDK, Ariana Musliu Shoshi, has responded to Bislim, the latter has left the hall where he was reporting on the Kosovo-Serbia dialogue. For this reason, it has been said that he should go to the plenary session.

In his report, he objected that the Serbian side intervened in the last proposal for the documentation of the persons disappeared by violence. Bislimi stated that this was done at the request of the Kosovar side.
