USAID asks the Government of Kosovo to increase the level of budget transparency. According to the results from the "Open Budget Survey 2023 for Kosovo", Kosovo is ranked third among the countries of the Western Balkans in this respect. Whereas, in terms of public participation, Kosovo received a low result, with an average of only 9 out of 100 points.
In the presentation of the results of the OBS, the director of the Economic Growth office in USAID Kosovo, Alexander Albertine, emphasized the need to improve the country in this direction. While he said that the institutions of Kosovo should work together to ensure that transparency is an integral part of the government's work.
Meanwhile, Rrona Zhuri from this institute said that Kosovo has more room for improvement in the inclusion of citizens and civil society organizations in all phases of budget drafting and execution, adding that opportunities for more comments should be offered.
On the other hand, the director of the Budget Department in the Ministry of Finance, Labor and Transfers, Salvador Elmazi, said that they will try to be as close as possible to the realization of these objectives.
While he also mentioned the municipalities that did not approve the budget on time, as he said, all these late approvals cause additional problems.
This analysis is focused on three main institutions, the Assembly of Kosovo, the Ministry of Finance and the National Audit Office.
