At the end of 2023, the Government launched an employment measure for women survivors of violence. This aimed to employ and reintegrate them into the labor market. The Ministry of Justice has not announced how many of them have been employed during this time. Meanwhile, non-governmental organizations are not satisfied and say that the small number of applications is worrying.

As part of the measure "Support for the employment of women victims of domestic violence", it was envisaged that the government would cover 70 percent of the gross salary up to 300 euros per month for a period of six months.

The Director of the Center for the Protection of Women and Children, Zana Hamiti, says that last year around 150 women and children were sheltered. Most of the survivors of domestic violence, she adds, live in difficult economic conditions.

"It didn't turn out as we expected, but we hope that maybe other conditions will be created...", she says.

She considers the small number of applications under this employment measure to be concerning.

"During the meetings that we have had continuously within the institutions, with the Ministry of Justice, it has been worrying why the number of applications for employment under this point is so small. However, we have come to a conclusion that here is the possibility for 70 percent of the basic salary to be paid by the Ministry, while 30 percent by the employer, a contract is signed for a period of six months, of course with the possibility of extension, but what we have noticed in these cases of domestic violence is that most of them either work in private businesses that do not transfer their salary through the bank, or have social assistance. That automatically if the funds come out through their bank account, their social assistance is stopped", she declares.

Vebi Mujku from the Institute for Social Policy Development also says that this measure has not been successful.

It is essential for women who are survivors of domestic violence to be economically independent.

Besarta Breznica from the Kosovo Women's Network says that they also experience economic and psychological violence.  

"For any woman who experiences domestic violence, it is extremely important that she be employed in order to create economic independence...", Breznica emphasizes.

Regarding this issue, KosovaPress is interested in receiving a response from the Ministry of Finance, but as of the moment of publication, no such response has occurred.

All girls and women victims of domestic violence who are: over the age of 18, not registered as employed with ATK for the last three months prior to application and registered as unemployed with the Kosovo Employment Agency are eligible to apply for the measure "Support for the employment of women victims of domestic violence". /Sh.Pajaziti
