After four years of waiting and promises from the Government of Kosovo, the fourth Grant for municipalities still remains an unfulfilled promise. Some of the mayors of the municipalities express their concern about the non-operationalization of this grant, describing it as an electoral tactic used in the campaign. They accuse the government of unfair distribution of funds, favoring some municipalities that are led by Vetëvendosje.
"With the fourth Grant for Municipalities, we will finance infrastructural projects that not only generate new jobs but also build critical infrastructure for the revival and urbanization of municipalities", was another promise of Kurti, which was not fulfilled. Until there was no answer from the Ministry of Finance when this grant will be created.
The Mayor of the Municipality of Prizren, Shaqir Totaj, complains about the current government's approach towards the mayors who are not led by the ruling party. While he says that the promise to allocate the fourth grant was not fulfilled, he adds that the government made differences in the budget allocation, mentioning here that Prizren and Prishtina together they received budget less than Podujeva which is a relatively small municipality.
The mayor of Skenderaj, Fadil Nura, also criticized this. He says that the creation of this grant was a promise that was made within the campaign.
Even the chairman of the Association of Kosovo Municipalities, Sazan Ibrahimi, says that although the fourth Grant was promised by the Government, it was withdrawn from the Law on local finances and the same has not been created yet.Ibrahimi also underlines that the absolute majority of the mayors estimate that during the budget allocation for municipalities, the financial means that go to the line ministries, there is inequality in the budget allocations.
Vetëvendosje, initially the fourth Grant was called for the developmental transformation of municipalities. According to the promise of the LVV, through this grant, in the next four years, 600 million euros will be allocated to the municipalities, and the municipalities will decide on the allocation of these amounts for different capital projects.
In the local elections that were held in the fall of 2021, the Vetëvendosje Movement won only in four municipalities, in Gjilan, Kamenica, Shtime and Podujevë.
The Democratic Party of Kosovo governs in Prizren, Drenas, Kaçanik, Vushtrri, South Mitrovica, Skënderaj, Ferizaj and in Han t Elezit.
