The University of Gjakova "Fehmi Agani" has the most budget per student head over 6 thousand euros, followed by the University of Mitrovica "Isa Boletini" with over 2 thousand euros per student, while the last in this ranking is that of Prizren with over 900 euro, according to the reports "Financial Transparency of Public Universities 2023" and "Profiles of Kosovo's public universities" from Higher Education Intervention 2025 (HEI'25).

The director of the Organization for the Improvement of Quality in Education (ORCA), Rron Gjinovci, has announced that 62 percent of the total budget of public universities in Kosovo is spent on salaries and wages, while only 18 percent is on capital expenditures. He emphasized that the University of Gjakova has almost as much budget as all other public universities in Kosovo per student.

"97 percent of the budget of public universities, which consists of 52 million 324 thousand 266 euros, is financed by government grants. 62 percent of this total budget goes to salaries and wages, while 18 percent to capital expenses. The average monthly salary for managerial staff in 2023 was 1 thousand 834 euros, where 566 euros were various allowances. Surprisingly, the University of Gjakova has 6 euros per student, while the University of Prizren has the lowest budget per student, with only 519 euros percent of the total budget allocated for higher education, the second after it is the University of Peja with only 965 percent and the others continue... Gjakova has the most budget per student with 62 thousand 9 per student, followed by Mitrovica with 6 thousand 519 and others that go down with Prizren. So, Gjakova alone has almost as much as six other public universities in relation to the student's head", said Gjinovci .

In the framework of the publication of this report, the number of scientific publications from universities in Kosovo was also discussed.

"For Kosovo as a country, it is much more important to increase the scientific product only in terms of numbers. We are doing very poorly compared to the rest of the world when the Web of Science data is coming out. For example, how many works per 10 thousand inhabitants. Montenegro it is passing us, there are only 600 thousand inhabitants. What are the chances that in Montenegro there are more scientists who produce more science per 10 thousand inhabitants. Montenegro has as many as Albania and Kosovo together", emphasized Gjinovci.

Rector of the University of Pristina "Hasan Prishtina", Arben Hajrullahu said that this happens for technical reasons, since the professors cannot publish in the name of the state of Kosovo, but only with that of Serbia.

"I don't believe that Montenegro is more productive in terms of publications than us, but it must be related to the impossibility of Kosovo registering them as Kosovo publications. I believe that there is a great need, because all institutions of higher education to select two or three profiles in terms of content", said Hajrullahu.

In this regard, Gjinovci stressed that public universities in Kosovo should request an increase in the fund for science.

Meanwhile, the rector of the University of Gjilan "Kadri Zeka", Artan Dermaku mentioned that in order to achieve a higher ranking in this aspect, financial resources, qualified teachers and work space are needed.

"In order to have a good ranking and achieve high, there must be financial means, the first point. The second must be qualified teachers, really qualified, which I think all together, the state and civil societies will it would have been good to do some kind of validation of the teachers who have already started for a while and then were interrupted... And the third, of course, should be the place and the spaces where they work", emphasized Dermaku.

Among other things, the rector of the University of Prizren "Ukshin Hoti", Mentor Alishani, raised concern about the consequences of the domain of official emails. He said that despite the efforts, the professors at this university publish their works with the "com" domain, for which he said that this is penalizing them.

"We are suffering the consequences of the domain of the official emails that we have in the university. We have tried within the university with our colleagues to make a solution, but according to them it is said that it is impossible at the moment. Currently in Kosovo, only the University of Pristina others have the domain 'edu', for example Prizren has it with 'com', which sounds commercial, someone has it with 'net'. If you open a profile on Google Scholar and you can register it there, if we compare professor of UP with Prizren, a link is automatically generated that you click and go directly to the professor's profile. We have to go back to the university's website," said Alishani.

In this published report, it is stated that the university with the smallest budget per student is that of Prizren with 965 euros.

The university with the most funds per study program is the University of Gjakova with 358 euros per program. This university in 539 has received more funds for study programs with accreditation. Meanwhile, the University of Prizren received the least. The "HEI2023" project is supported by the Austrian Development Cooperation in Kosovo.
