The messages of the European Union's envoy for the Kosovo-Serbia dialogue, Peter Sorensen, are seen as ordinary and not with any great impact. According to political analysts, the Danish diplomat is concluding his visit without an offer for the implementation of the Brussels Framework Agreement and the Ohrid Annex - reached between Kosovo and Serbia in 2023.
Peter Sorensen ends his three-day visit to Kosovo today. Afterwards, he is expected to travel to Belgrade, writes KosovaPress.
He met on Monday with President Vjosa Osmani, acting Prime Minister Albin Kurti, and chief negotiator Besnik Bislimi.
"The need for compromise in dialogue must be determined by the parties," said Sorensen, who called these meetings "a good start."
Professor of European integration, Dritëro Arifi, tells KosovaPress that Sorensen was very reserved during his first visit to Kosovo, while emphasizing that he expected him to present an offer on the table "that if the Brussels agreement is implemented, these will be the steps that will be taken for Kosovo.""I expected Mr. Sorensen to come to the table with an offer, that 'if the agreement is implemented, these are the steps that will be taken'. To have something more concrete, or legally binding recognition by Serbia, which the EU does not have the opportunity and capacity to do," says Arifi.
On the other hand, political analyst Dorajet Imeri tells KosovaPress that the Danish diplomat was cautious in his stances during his visit to Kosovo, according to him, because he is "trying to understand where the current dialogue process stands," he reports. KosovaPress.
According to him, based on Sorensen's messages, "no great and extraordinary things can be expected in the dialogue", in terms of recognition of independence from Serbia and the formation of the Association of Serb-majority municipalities in Kosovo.
"The first thing that was important to mention is the fact that he sees the dialogue as important for the parties. The fact that he has described it as a good initiative, he has confirmed that we should probably continue with the issue of dialogue. An important thing that he has mentioned is that he claims that there will be a new approach and that the parties will implement what is applicable to them. This means that we will not have big and extraordinary things," emphasizes Imer.
During his first visit to Kosovo, Peter Sorensen also met with leaders of opposition parties and civil society. He also visited border points between Kosovo and Serbia, followed by KosovaPress. The Danish diplomat took office as the European Union's special representative for the Kosovo-Serbia dialogue in February 2025, succeeding former envoy Miroslav Lajcak.
The EU's foreign and security policy chief, Kaja Kallas, said weeks ago that during March they will look to operationalize the dialogue and see how to move forward.
Despite reaching the Brussels Basic Agreement and the Ohrid Annex in 2023, the parties have not yet begun its implementation.
Kosovo and Serbia have been dialogued in Brussels since 2011.
