Ferat Shala promises strong commitment to economic development and fund for workers who lose their jobs

The candidate for deputy from the Democratic Party of Kosovo (PDK), Ferat Shala, promises to work hard to create a legal infrastructure that enables faster and more sustainable economic development in the country.

With many years of experience in the field of economics, Shala pledges to contribute to the creation of better fiscal policies and to improving the business environment. In the February 9 elections, Shala is number 16 on the list of candidates for deputies in the PDK.

Criticism is directed at the Kurti government, which he says has failed to advance the country's development. Shala emphasizes that the PDK program is oriented towards creating a sustainable economy, offering solutions to problems that have been neglected in recent years by the current government. 

He says they aim for an excellent fiscal policy that will help businesses and for a package that will favor salary increases for many categories of employees, including those in education, civil services, as well as KLA veterans and families of martyrs.

The PDK program also includes 6 billion euros in capital investments.

"The program is based on the principle of a sustainable economy, it is an economic program that provides solutions to all the problems that we have not seen for five years. We have not seen strategic investments, we have not seen enterprises forming naturally, businesses. We have in the program an excellent fiscal policy that facilitates the way of doing business, and a whole new fiscal package that favors and helps the way of doing business. The program also provides solutions to social problems, categories that have emerged from the war, veterans, disabled people and families of martyrs. The program also provides options for education workers with salary increases, firefighters, security workers, administration and civil servants. The program also provides meritorious solutions to all other categories, pensioners and we have salary increases from 50 to 70 percent. The program also has a whole package for young people, namely for students, where every year we will have 25 million euros allocated for students who will study inside and outside the country. There will be 100 euros for each child sent to private kindergartens... The program has a wide package of 6 billion euros in capital investments... The program will finally solve the issue of electricity supply... We will cooperate closely with international partners, strategic investors to turn Kosovo into an economically secure country", says Shala.

Facilitating legal and administrative procedures for businesses, as well as rehabilitation and legislative stabilization, he says will be his priority as an MP.

"I will not be separated from my contribution, my dedication as a future MP in the sphere of economy, in the manner and facilitation of all legal and administrative procedures for private and public sector businesses. I will be close to the economy, entrepreneurship and industry sector. I will also contribute with initiatives, we will carry out legislative rehabilitation and stabilization, because we have several laws that have been stopped or have not been approved in accordance with the requirements of the market economy. We will restore the economy and industry regulators such as the ICMM, ERO, then public enterprises, KOSTT to normality. And, I will be very close to several other institutions such as the Competition Authority and so on, in order to functionalize the functioning of public enterprises, services and all other economic regulators", emphasizes Shala.

Shala also talks about the Kurti Government, which he says has no projects to be proud of. Meanwhile, he criticizes the Superpuna platform, describing it as a complete failure that has left many unresolved questions about the expenses and beneficiaries of this project. According to him, the Ministry of Finance has also failed to execute the funds on time despite their application. 

"Unfortunately, Superpuna is a failed, manipulative project that leaves much to be desired in the legal sense. I consider that here, whenever the moment comes, the government is normal and stabilized outside of these political influences, it must be held accountable, because no one knows how much was spent on the Superpuna project, who the beneficiaries really are, whether they benefited legally and deservedly, and all those who received the funds deserved it. But, the misfortune is that there has been a flagrant violation of the Labor Law, Civil Servants, the Law on Public Finance Management and the entire other administrative chain... And, today the responsible ministry is not even able to implement it until the end of its mandate. Today, people have not received the funds despite their application, the implementation of the allocation of funds is being delayed precisely because of legal violations that were committed in the earliest procedural and administrative steps... Beyond this, we have a government that is ending its mandate and does not have a single project that it can be proud of, today public enterprises are worse than ever. Electricity is more expensive, imports have increased more than ever in relation to exports, there are no capital investments", underlines Shala.

To support citizens who may lose their jobs, Shala promises that within the framework of the PDK program, a special fund will be created for financial support for employees who are at risk of losing their jobs, offering up to about 70 or 80 percent of their salary for a period of 6-10 months. According to him, this will enable them to find other employment opportunities without negatively affecting their family economy.

"Already within the framework of the PDK program, all those who may lose their jobs have additional security from the state where for six to ten months they will receive about 70 or 80 percent of the salary they had in the last month. They will have this space to make other optimal solutions in relation to their conditions, without worrying and risking their family economy or family income. So, there is a special fund for those who may lose their jobs. Then we will favor businesses so that the private sector also raises the level of salaries by exempting up to 400 euros for all entrepreneurs and workers who have a salary of up to 400 euros, they will not be taxed on salaries, we will have a graduated tax up to 800 and over 800. So all these are facilities that the private sector will favor", says Shala.

The campaign for the parliamentary elections in Kosovo began on January 11, while the elections will be held on February 9.
