Lifting of measures imposed by the European Union, support for businesses, a special law for strategic investments, support for all municipalities in the country without political differences, promises the candidate for deputy from the ranks of the PDK, Elmi Reçica, who holds number 17 on the electoral list.
With many years of experience from past legislatures, Reçica is aiming for a sixth seat in the Kosovo Assembly. He says he will return welfare to citizens and economic development to the country.
Reçica emphasizes that if PDK wins the elections, the next Prime Minister, Bedri Hamza, will commit to lifting the sanctions imposed by the European Union.
He expresses confidence that Hamza, with his experience as a former Minister of Finance, will be able to increase opportunities for Kosovo by strengthening relations with international factors and eliminating sanctions.
Another priority of Recica is the creation of a special law for strategic investments, where expatriate capital will be treated with high priority."I strongly believe that we are under measures, in relation to the European Union, because the misgovernance, and the mismanagement of certain situations by the head of state and the clash has influenced us to have sanctions. In this regard, the next Prime Minister, Bedri Hamza, will definitely eliminate those sanctions in the first days or months in a way, because his communication and cooperation with international factors is what brings Kosovo opportunities that this government has not brought. Hamza, being the Minister of Finance, Kosovo has joined the most powerful financial organizations in the world, because that is where diplomacy is also needed, he knows how to communicate and move processes forward. I will also insist on a special law for strategic investments, where the investment of the capital of our expatriates will be treated with absolute priority. In this context, I, as the chairman of this commission, have insisted that there be candidates from the expatriate community in these elections, and we have four candidates", says Reçica.
Regarding economic development, Reçica criticizes the current government for the lack of concrete projects and capital investments for Kosovo's municipalities.
"It is easy to campaign, because when you have such a government, such a prime minister who has not given any results, no projects started and completed, when there is dissatisfaction in all categories of society, municipalities that have not benefited from any capital investment from this government despite the needs of the citizens. And I believe that PDK, with the incoming prime minister, Bedri Hamza, has offered a plan that is the best. Within this program there is mainly economic development, social welfare, the return to normality of relations with our international partners, which these four years have had constant tensions. Other issues also have to do with relations within Albanians. Let's say that we do not have such normal relations with the Albanian state, with Albanians in Macedonia, Albanians in the Presevo Valley have been left aside, and these three issues should be priorities in terms of governance with Bedri Hamza. But, the priority is that economic development, social welfare happen as it happened in the past, when Hamza was Minister of Finance. This period when Hamza was there is when the citizens and the state of Kosovo benefited the most.", underlines Reçica.
Meanwhile, he emphasizes that the PDK, under the leadership of Bedri Hamza, will ensure that all municipalities are treated equally.
"The rule of law, this mandate we have had numerous violations of the Constitution, we have had situations where the violation of the Constitution has not been followed by any sanctions for those who have violated it, and this has actually created a situation that weakens the power of the state. PDK has not and will not interfere in independent institutions, whether of the judiciary or other bodies, because they are determined by the Constitution and laws, the separation of powers. PDK offers the most. Municipalities have been punished, only last year, the fiscal year, four municipalities that are not coincidentally PDK's, did not have a single cent for capital investments. Skenderaj, Ferizaj, Kaçanik and Hani Elezit. And Bedri Hamza, when he was a minister himself, in all parliamentary groups, including VV, he went to their group and asked for their priorities and all their requests were in the draft law on the budget. And here the focus will also be on not dividing municipalities by political affiliation", says Reçica.While emphasizing plans for Ferizaj, which mentions the need for investments in infrastructure and key sectors such as agriculture, to support its further development.
"Ferizaj, as the most developed city, annually gives 600 million euros to the Kosovo budget, which is 18 percent of the state budget, while the government punishes it for a hospital, where nearly 200 thousand inhabitants should be treated. This is what Ferizaj has missed out on due to political resentment, nothing else. These are projects that Bedri Hamza will take into account. There is also the Jezerc watershed. We need to develop agriculture, invest in farmers. For us as Ferizaj, we have a project for a highway connection that this government has removed and which is a request from businesses, because businesses are what keep this state going. They generate income. Prime Minister Bedri Hamza and we as deputies do not consider businesses as opponents, on the contrary, we think that through them, with conditions, we can treat employees well, and they should have the same rights and obligations as the state has in relation to employees in the administration.", concludes Reçica.
