Considering the recommendations of the Forum of ten non-governmental organizations involved in the working group on drafting the draft-law for the confiscation of property, have not been taken into account, they have contested the approval of this draft-law by the Government, saying it does not fight property acquired unlawfully, but according to them, only by criminal offense, which, leaves gap in this term.
Besnik Ramadanaj from Kosovo Democratic Institute (KDI), at a media conference has disputed the draft-law on Extended Competencies on the Confiscation of Property Acquired by Criminal Offense and its approval by the Government, and he also said that Minister of Justice, Hajredin Kuçi, did not take into account the recommendations of NGOs.
"The forum after analysis wants to further contest the draft-law approved by the Government on August 7 this year. Government of Kosovo on Tuesday, August 7 has approved the Law on Extended Competencies on Property Acquired by Criminal Offence. Deputy Prime Minister and Minister of Justice, Kuçi said that the recommendations of civil society were taken into account and were incorporated in the draft-law, and he said that 90 percent of the recommendations were considered. We would like to explain to public that the recommendations presented by Forum of NGO-s long ago, were not taken into account, "he said.
Ramadanaj said that minister Kuçi is trying to camouflage by interfering in the draft-law in question, considering these attempts as deceiving the public opinion.
"In two elements he has done a kind of camouflage, also at the retroactivity issue and at the importance of proof and these two justifications, probably, he is being justified with these interventions has made. We have considered these as a kind of camouflage, "he said.
While Arton Demhasaj from the organization "Çohu," said that the Government of Kosovo has approved a draft-law, which deals more with the legalization of illegal property created by senior officials, rather than dealing with fight against it.
