The peaceful coexistence of different approaches on Kosovas status with acceptable needs for Belgrade to accept Prishtinas right on independence in the process of taking political decisions, but not sovereignty and statehood, is the base of plan for resolving Kosovas issue, which was handed over to Serbias presidency by informal group of Serb citizens.

The document Albanian-Serbian relations: Base for the new beginning, in symbolic way was handed over to Serbias presidency 5 minutes to 12:00 by Marko Matic, editor of E-novine, who said that the document includes seven messages with original solutions, principles and mechanisms, whose implementation would open new chapters in relations between two nations. The Serbian media reported that the document, considering the interests of both sides and the parameters of international community, provides answers on main points of Albanian-Serbian relations.
Matic said that it is necessary to redefine the national interests of Serbia in Kosova, based on them to create the new policy and this should separate the meaning of independence from the one of sovereignty. Matic said that Serbia should define the formal status of Kosova in frame of the formula independence without sovereignty, adding that there should be the principle of peaceful coexistence of different approaches on Kosovas status between the institutions of Prishtina and Serbia. According to him, this would put the problem of status in quarantine and would enable continuation of talks and normalization of relations in practice.
According to him, the plan foresees the opening of offices in Prishtina and Belgrade, which should not have the status of diplomatic missions, but they would have the function of opening the channels for communication between institutions of Prishtina and Belgrade.
Matic has evaluated that this document is prepared in the moments when Serbia is facing serious challenges, out of which the major one is the one dealing with Kosova. He said that they have handed over the proposal 5 minutes before 12:00, adding that the time for resolving the issue of Kosova has moved forward. He said that if Serbia does not offer a solution in the next months, it will face the requests for formal acceptance of Kosovas independence as main condition for EU accession.
