While civil society and citizens harshly oppose the decision of the Energy Regulatory Office (ERO) for increase of electricity price of 8.9 percent, the Kosovo Energy Corporation has reacted against the decision of the ERO for this increase. The response of KEC says that KEC is disappointed with the decision of the Energy Regulatory Office (ERO) in connection with the tariff application of KEC. According to them in January 2012, KEC has submitted tariff application for 2012, where it has requested that the retail electricity tariffs to increase up to 23 percent, entering into power on April 1, 2012, in accordance with the Rules of Pricing of ERO. The response also says at that time, KEC has also offered alternatives to reduce the increase to 12 percent or 9% during 2012 in order to ease the burden on consumers, by postponing a part in 2013 and 2014.
"ERO today has presented the retail tariffs that will be increased for 8.9%. No document has been provided by ERO regarding how the amount is set. KEC stance is that now tariffs should be increased only in accordance with reasonable tariff principles and to reflect the expected level of cost for the year 2012.
KEC is strongly against the tariff increase to include the new schemes, seven months before it has entered into power. KEC informs the public that the request of KEC for tariff increase has nothing to do with the increase of this scheme.
The response also states that in order to keep the consumer price increase up to 8.9%, ERO has decided not to allow KEC to charge consumers for costs related to new investments which are currently being made in equipment for environmental protection in Kosovo A and B, also the major repairs in units A3 and B1.
"Although ERO had initially stressed that they agree with the investments of 60 million euros, which are being made in generating, ERO apparently ended by arbitrarily reducing the allowed amount in 20 million euros (value which was allowed in 2011).
ERO has been informed that the capital expenditure program of 60 million euros is under development. Unit A5 electro filter (filter for dust) is near completion, the promises for two major repairs for the electro filters in A3 have already been made and will be completed between July and November 2012 ", says the response of KEC.
