The beginning of this transition will start as correspondence between the president of Kosova and Catherine Ashton, as an institutional agreement, which will be approved in Kosovas Parliament. These comments were made today by the deputy prime minister of Kosova, Hajredin Kuçi in the meeting of Kosovas Government.
The first phase should start in September 2012 to March 2013; the second phase will be from March to September of next year and the last phase from September to 15 June 2014, when the completion of EULEX mandate in Kosova is foreseen, except of the Special Task Force. We have negotiated with EULEX on how to extend the mandate after the completion of supervised independence and following the negotiations, we have concluded to realize a bilateral correspondence between the institutions of Republic of Kosova, respectively the president and Ashton, a letter that will be approved in Kosovas Parliament as a form of bilateral agreement with EU, Kuçi said.
According to him, firstly it has to do with the legal ground. He said that the legal ground stresses 17 February 2008, 8 February 2008, as invitation and as decision of EU Council of Ministers. He said that after many negotiations they have concluded not to include the Resolution 1244.
Kuçi mentioned as well the issue of timeline that the EULEX Mission in Kosova should have and the proposal of the Government, according to Kuçi, is 15 June 2014. He expressed the hope that there is an approach on this issue as well with other international factors, such as EU and USA.
Kuçi also mentioned the issue of name, experience and profession of judges, prosecutors and police officers that will come in EULEX mission.
