Isuf Zenaj, from the Kosova Democratic Institute, said in a press conference that many irregularities have been noticed in the report, which have followed the work of Parliament in this period. According to him, the irregularities that are noticed in the report include violation of lawmaking procedures, the procedures of acceleration – the case of the bill on construction. He considered that the Government of Kosova with some procedures of some bills in Parliament is resulting with objections with legal standards and with harmonization of legislation in Kosova.
“The Government of Kosova has proceeded a bill to Parliament, by which it amends 121 laws in power. It is paradoxical the fact that the name of this law has a volume of two pages A/4 and as such it is very complicated. This bill tries to amend 21 bills of Ahtisaari with the process of completion of Kosova’s independence. We consider that this is against the legal standards and with harmonization of legislation in Kosova and as such it will cause problems in its implementation. It is unnecessary to amend 21 laws in power by one special bill, as we consider that each law should enter the procedure of fulfillment and amendment as specific,” Zenaj said.
Another problem that was noticed on the report of KDI is the review of the report of Kosova’s budget for 2011, the submission of the law on road and ecological tax, which, according to KDI, is being applied only to cover the deficit of the government. In addition, the report of KDI has noticed as well the disregard of plenary sessions by MPs.
