There is still no destination for 2.4 million euro that will be collected during this year from road and ecological tax for vehicles, which has begun to be implemented already for a month. Our country with beginning of application of this tax was joined to all countries of the region that apply the tax for environmental pollution by vehicles.
The amount determined for vehicles under 3.5 tons is 10 euro, while for those above this tonnage will be 30 euro. All that money still have no destination, they just will be deposited in the Kosovo...

This is rejected by the opposition and by civil society. The opposition says the Public Finance Law does not allow to be created special funds, but according to them they should be directed to environmental protection.
Armend Zemaj from LDK said there should be required accountability for destination of that money, whereas Ardian Gjini from the AAK says that money can be directed to the environment with a decision by the government that could be voted in Parliament.
"Currently according to Budget Law and the Law on Public Financial Management, this tax goes directly to the Kosovo budget, and I think that it should make priorities and to direct this in orientation where it belongs, but for the moment all the revenues go to Kosovo budget. We hope that this tax will be used for this destination if not there should be requested accountability on what was this tax used for, which is named as environmental tax "says Armend Zemaj from LDK.
"We have requested to have an exact dedication for ecological tax and our suspicion was that this tax is set to accumulate more funds in the budget which has serious problems. This is a mistake that they are going to the budget and do not have destination for what is called. It can easily be fixed, with a Government decision, which also would probably be voted in the Parliament, but we do not see that the Kosovo government is ready do such a thing now, "says Ardian Gjini from the AAK.
KosovaPress has attempted to get a statement from the Minister of Finance, Bedri Hamza. "We will orient them to the environment," he said.
Civil society requires that this amount of money, as they are taken due to the environment pollution, to be dedicated to its protection.
Analysts of the Kosovo Democratic Institute (KDI), says non-orientation of this money leaves us in doubt whether it is being done in the interest of the environment or to cover the government deficit.
Isuf Zejna, analyst at KDI says it is unstable reason to be said that the Law on Public Financial Management prevents the creation of special funds in the Kosovo budget.
