The MP and member of the Commission for Supervision of Public Finance Armend Zemaj, said that in the future, the central unit of the internal audit and the auditor general, should have special cooperation and this should be treated with the new law for the auditor general. Such a cooperation according to him, will help more the supervision or treatment of costs, especially those of public money, but also the internal management of budget organizations.
"When we talk about the independence of central harmonization unit of the internal auditor and all auditors in budget organizations, we were skeptical, because many political representatives from the mayor, but also those of different units, have made the movement of internal auditors.
This indicates that still there is the lack of institutional consciousness in the treatment of internal auditors according to the law and independence. This indicates that there is a misunderstanding of their treatment, not as a mutual partner in managing the organization budget, but sometimes they are treated as a kind of opposition within the organization budget, that should be the opposite, "said Zemaj.
He also said that people who are certified and trained in the management of public money, should be given priority and to work according to the law. Zemaj stated that the internal audit is an emphasized achievement compared to previous years but there is still a lag in treatment of the audit of organizations which do not have a large budget, compared to other organizations budget.
According to him, the internal audit is being advanced in the management of public money. But as he said the new institutions, which are created, should not be left without the internal audit unit, because it creates a space for mismanagement of the institution, but also of public money in general.
"Some organizations budget did not create audit units and want it or not, we must admit that the Government of the Republic of Kosovo is stuck in those municipalities created by the Ahtisaari package, as new municipalities Partesh, Ranilluki, Leposaviç then the Ministry of Integration, the Diaspora, the State Prosecutor and CEC. These are some concerned elements for the Commission for Supervision of Public Finances and in its frame we have addressed with concrete recommendations to establish the audit units, no matter the challenges, "he said.
