Lage Olofsson, general auditor, said that management of the OSHP should raise awareness for the need of controls to managers, but also to the entire staff. According to him, the need to increase transparency and accountability at all levels of the organization, is among the basic requirements for building a good governance structure.
"We also have made an announcement, for the fact that assets are not presented as they were supposed. In addition, the financial management in the OSHP, except progress that was made during this year, shows that there is still space for improvement in terms of building the system of internal controls, particularly when we deal with new requirements for public financial management "he said.
Whereas, Hysni Hoxha, the Director of the OSHP, who explained the findings of the audit, which was made for the first time in this institution, said that the OSHP has a relatively small budget and OSHP’s concern remains the low number of positions in this institution, which are 17 positions in total. He said that all other financial affairs are carried out by other people, through additional duties with which workers are assigned to meet official targets of the OSHP. He denied that there was mismanagement of public funds of the Government.
"I assure you that there was no mismanagement, no abuse made with public funds of the Government. These possible minor concessions were made by the lack of competent officials also by any omission, due to their carelessness. It is a matter that does not affect the public money," he said.
Whereas, Ramiz Lladrovci, the deputy president of the Committee for Supervision of Public Finances, said there are numerous remarks by the auditor of OBSH and that this organization should have not make such mistakes.
"The auditor has made many remarks on your address. You are an organization which should not make such mistakes and omissions. You admitted that you have unqualified staff and a lot should be done, because your staff had to be qualified and to prepare the statements on the best way possible," Lladrovci said.
